Xjenza Malta Digital Vouchers Programme 2026: €20,000 Data Readiness and Build Vouchers Explained

Xjenza Malta, working with the Malta Digital Innovation Authority (MDIA), launched the Digital Vouchers Programme 2026 on 13 July. It is a small-ticket programme compared with the six-figure grants that usually make headlines, but it targets something most Maltese organisations struggle with long before they get anywhere near AI: getting their data into shape.

Two of the four vouchers deal with data directly. The Data Readiness Voucher and the Build Voucher are each worth up to €20,000, and both come with a condition that is easy to miss on a first read. Every project needs an independent assessment by an MDIA-recognised Technical Expert in the Data domain.

Our Technical Director Kurt Abela and Managing Director Matthew Galea are both MDIA-recognised Technical Experts in that domain, so we have been reading the guidelines closely. Here is what the programme covers and how the expert requirement works.

The four vouchers at a glance

Aid intensity is 90% for applicants that fall under State Aid rules and 100% for those that don’t. For a private company, that means a €20,000 voucher covers nearly all of the project cost.

The programme is open to sole applicants that are Maltese-registered legal entities, whether public, private or academic. There’s no consortium requirement, which keeps the paperwork lighter than Xjenza’s larger research calls.

The Data Readiness Voucher

This one is for organisations sitting on data they can’t really use yet. Think scanned PDFs that were never turned into structured records, spreadsheets with five different spellings of the same customer, sensor logs with no consistent schema, or image archives nobody has labelled.

The voucher funds the unglamorous work that fixes this:

• cleaning and de-duplicating records
• digitising paper or legacy formats
• labelling and annotating data
• mapping data to recognised standards so it can be shared and reused

In our experience this is where most AI projects in Malta actually stall. The model is rarely the hard part. The data usually is.

The Build Voucher

The Build Voucher picks up where Data Readiness leaves off. It supports organisations that want to improve their datasets and make them available to others, whether as open data, through API-based access, or by generating synthetic data where the real data can’t be shared.

Public entities with datasets that could be published are an obvious fit. So are private companies that want to offer data to partners through a proper API instead of emailing CSV exports around, or that need synthetic data because the originals contain personal information.

Why you need an MDIA-recognised Technical Expert

Both data vouchers require an independent assessment report prepared by an MDIA-recognised Technical Expert in the Data domain or sub-domain. The report gives Xjenza an outside view of the work: what state the data was in, what was done to it, and whether the result is fit for reuse.

You have to engage the expert yourself, so plan for it from the start. We’d suggest bringing them in while you are still writing the application. An expert who has seen the scope early can tell you whether your planned outcomes are realistic and measurable, which makes the final assessment much more straightforward.

One thing we want to be clear about is independence. The expert has to be independent of the work being assessed. If Neural AI does your data cleaning or builds your API, we can’t also be your Technical Expert on that project, and the reverse is true too. We’re happy to take either role. Just not both on the same voucher.

How to apply

Xjenza has published two sets of guidelines (Option A and Option B) and an application form on the programme page. An information session was held on 10 August 2026, and the recording is on YouTube if you missed it.

Applications go by email to ri.xjenza@gov.mt, copying David Camilleri (david.camilleri.4@gov.mt) and Kevin Magro (kevin.magro@gov.mt). Check the Xjenza page for the current call dates before you submit.

A rough order of work that we’ve found sensible:

1. Pick the voucher that matches your problem. If the data isn’t usable yet, it’s Data Readiness. If it’s usable and you want to publish or expose it, it’s Build.
2. Decide who will do the data work, whether that’s your own team or an external provider.
3. Engage an MDIA-recognised Technical Expert who is independent of that provider.
4. Write the application with clear, checkable outcomes, such as which standard the data will map to or which endpoints the API will expose.
5. Submit, deliver the work within 12 months, and have the expert prepare the assessment report.
